Governor Dauda Lawal Seeks Transformative Solar Power Deals For Zamfara With High-Level Investment Roundtable With Chinese Energy Giant GCL Group

The Executive Governor of Zamfara State; His Excellency, Governor Dauda Lawal has held a high-level business roundtable with GCL Group, one of China’s foremost global energy conglomerates, as part of his ongoing strategic investment and trade mission to the People’s Republic of China, a development that signals a major push by the northwestern state to attract transformative foreign direct investment into its renewable energy sector.

The meeting, which also included the Governor of Nasarawa State, brought together top executives of GCL Group, a company founded by renowned billionaire entrepreneur Mr. Zhu Gongshan, focused squarely on strengthening economic cooperation between the Chinese energy giant and Nigeria with particular emphasis on unlocking the vast solar energy potential of Zamfara State and accelerating the state’s industrialization agenda through sustainable power solutions. GCL Group, which has an impressive track record spanning the entire energy value chain from thermal power generation to cutting-edge renewable technologies has successfully developed and deployed massive energy projects across China and numerous international markets, making it a highly coveted partner for subnational governments seeking to address chronic power deficits and attract private sector investment.

During the engagement, GCL Group executives expressed strong interest in investing in large-scale solar energy projects within Zamfara State, signaling a vote of confidence in the Governor’s investment-friendly policies and his administration’s commitment to creating an enabling environment for foreign capital. The company also indicated a willingness to explore broader strategic partnerships that would extend beyond energy generation to encompass technology transfer, local content development and capacity building for the state’s workforce all of which are critical components of the Governor’s broader economic development agenda for the state. The discussions were particularly significant given Zamfara State’s abundant solar resources, which have remained largely untapped despite their enormous potential to provide reliable, affordable and clean electricity to households, businesses and industries across the state, thereby stimulating economic activity, creating jobs and improving the quality of life for millions of residents.

To ensure that the promising discussions translate into concrete and measurable outcomes, both parties agreed to establish a joint technical working group that will immediately begin the process of developing a comprehensive framework for collaboration, including feasibility studies, project structuring, financing mechanisms and regulatory approvals that will be required to bring the proposed solar investments to fruition. The establishment of the working group is seen as a critical first step in moving from dialogue to delivery as it will provide a structured platform for the two sides to address technical, legal and financial issues in a systematic and time-bound manner, thereby minimizing delays and ensuring that the projects are executed to the highest international standards. Following the initial work of the technical group, GCL Group has committed to dispatching an official investment and technical mission to Zamfara State to conduct on-the-ground assessments, engage with local stakeholders and advance the proposed projects toward the implementation phase, a development that has been warmly welcomed by the Governor and his team.

The engagement with GCL Group is the latest in a series of strategic international partnerships being pursued by Governor Lawal, who has made it a cornerstone of his administration to position Zamfara State as a preferred destination for global investment capable of delivering lasting economic development and prosperity for the people of the state. The Governor’s investment and trade mission to China, which has already seen him engage with multiple Chinese companies and financial institutions, reflects a deliberate and calculated effort to diversify the state’s economic base away from its traditional reliance on mining and agriculture; to tap into the vast opportunities presented by the global transition to clean and renewable energy. The solar projects being discussed with GCL Group, if successfully implemented, have the potential to transform Zamfara’s energy landscape, providing the reliable and affordable power that is essential for industrial growth, attracting complementary investments in manufacturing and processing industries and reducing the state’s dependence on the national grid, which has historically been unreliable and inadequate to meet the needs of the population.

The Governor’s approach to investment attraction has been characterized by a clear focus on results, with his administration prioritizing projects that can demonstrate tangible benefits for the people of Zamfara State, including job creation, skills development and improved access to essential services. The partnership with GCL Group is expected to generate significant employment opportunities both during the construction phase and through the long-term operation and maintenance of the solar facilities, while also creating opportunities for local businesses to participate in the supply chain and for young people to acquire valuable technical skills that will enhance their employability. Furthermore, the increased access to reliable electricity is expected to have a multiplier effect on the state’s economy, enabling existing businesses to expand, encouraging the establishment of new enterprises and improving the overall business climate in ways that will attract further investment from both domestic and international sources.

The discussions with GCL Group also come at a time when the federal government is actively promoting the development of renewable energy as a key pillar of Nigeria’s energy transition plan and the investments being pursued by Governor Lawal align perfectly with national policy objectives aimed at increasing the share of renewable energy in the country’s energy mix and reducing greenhouse gas emissions. The success of the Zamfara-GCL partnership could therefore serve as a template for other states seeking to attract similar investments, demonstrating that with the right policy environment, political will and strategic engagement, it is possible to unlock the vast potential of Nigeria’s renewable energy resources and accelerate the country’s transition to a cleaner and more sustainable energy future.

The Governor’s investment mission to China is expected to continue over the coming days with additional meetings and engagements aimed at deepening economic ties between Zamfara State and Chinese investors across a range of sectors, including mining, agriculture and infrastructure development, all of which are critical to the state’s long-term economic transformation agenda.
